I think we've crossed a significant threshold. To the best of my knowledge, no US President has ever explicitly defended government as beneficial from "voices who claim it is a sinister entity with tyranny always lurking around the corner". But government is just that, and has always been that. The opposition to the status quo is what has evolved - into a fervent and radical distrust of government in all forms and domains, so much so that the POTUS has to acknowledge it as a political threat. This is a good thing. We're at the table; and desperately begging college students not to join us will work about as well as ordering them not to oppose the Vietnam War did for Johnson and Nixon.
